There is a girl that i love and I cant bring myself to tell here, its like that nightmare where you need to say something really important to save someone you love but your voice doesn't work. If it feels weird that he's saying it so much that may be the exact stigma he's trying to point out.
It also makes sense with the theme of sailing away. If he feels guilty and that he isn't justified to talk about his mental illness than than what other choice does he have than to sail away, so that he wont hurt anyone.
My Interpretation Being a future teacher, I like to think of this song as being about the increasingly misplaced blame being put on students for their inability to succeed in our current school system, specifically the rise of kids being wrongly diagnosed with ADD or other behavioral problems, or whose needs are not being met because of our refusal to recognize that it is not them, but us, that are problem.
