It was later revealed that the Borg Queen was merely an avatar for the true power behind the Collective. The Destiny trilogy also mentioned that multiple Queens have been known to exist simultaneously in the Collective, but they all possessed the same agenda. One theory regarding the creation of a Queen is that "queens" are members of a specific race, one that was chosen because its females exhibited superior higher-order brain processing-speed, and were therefore assimilated and bred for that purpose.
The extra section of the game Star Trek: Legacy contained the "Origin of the Borg", which told the story of V'ger being sucked into a black hole. V'ger was found by a race of living machines which gave it a form suitable to fulfilling its simplistic programming. Unable to determine who its creator could be, the probe declared all carbon-based life an infestation of the creator's universe, leading to assimilation.
From this, the Borg were created, as extensions of V'ger 's purpose. Drones were made from those assimilated and merged into a collective consciousness.
The Borg Queen was created out of the necessity for a single unifying voice. However, with thoughts and desires of her own, she was no longer bound to serve V'ger. This explanation, however, was not canon. In the miniseries The Q Conflict , as part of a contest between various omnipotent beings organised by Q , Trelane challenges the four competing crews to capture a Borg Queen for his menagerie. In , the Borg Queen made a re-entry onto the big screen when the Borg Invasion 4D -ride premiered at the Star Trek: The Experience , an interactive attraction that incorporated live-action stage performance and animation, in which the visitors had a limited part themselves, within a 3D cinema environment.
The movie for the attraction was mostly produced by the veteran Star Trek production team on the studio's own premises. The storyline, set after the events depicted in "Endgame" entailed yet another incursion into Federation space by a Borg cube, attacking Copernicus Station and capturing a shuttle with its occupants the attraction visitors , who were trying to escape from the overrun space station.
While the captured crew was being prepared for assimilation, the Queen made a dramatic entrance and, true to form, begins lecturing about the perfection of the Borg Collective and demanded the surrender of the group's inhibitions and instructed them to join the hive mind. When all seemed lost and much to the dismay of the Queen, Admiral Janeway came to the rescue, by flying USS Voyager straight into the cube, destroying the tractor beam that held the shuttle, enabling it to escape, in the process inflicting critical damage to the cube, which subsequently blew up.
Again true to form, the Queen made her escape, but not before exclaiming, " Savor your victory! We will meet again! For the film portion of the ride, some of the original, former Voyager cast reprised their respective roles, including Alice Krige as the Queen. Many of the Borg featured in the film as opposed to the attraction live crew performing as such , were played by performers who had already done so for First Contact or for the respective Voyager television episodes ; " It was a most joyful reunion, " Krige declared tongue-in-cheek.

She wished to terminate this realm, because in it drones were able to regain their identities as individuals, and even though they would awaken from it without any memory of the experience, the Queen considered it a threat to her control over the Hive. Thanks to intervention by Voyager , the Queen actually got her wish, but not quite how she wanted: Unimatrix Zero was shut down, but the drones who occupied it regained their individuality in the physical world and began a resistance movement to undermine the Collective.
In the Queen once again had a fateful encounter with Voyager when a future version of Kathryn Janeway came back in time from the year with technology that could help the lost starship resist the Borg while using a Transwarp Hub as a shortcut home. The Queen was actually approached by Admiral Janeway with an "offer" — to help the Queen prevent Voyager from destroying the Transwarp Hub in exchange for the ship's safe passage to the Alpha Quadrant.
But the Queen wanted more — she wanted to assimilate the technology from the future. The Queen thought she had the upper hand when she attempted to assimilate the admiral, but it turns out the older Janeway was carrying a neurolytic pathogen that proceeded to infect the Collective. That pathogen brought chaos to the Collective, leading to the decapacitation of the Queen and the destruction of Unimatrix One.

If, in fact, there was a Borg Queen aboard the Artifact when it suffered a submatrix collapse , it's possible she used her secret transporter to flee the Cube before it was permanently severed from the Collective.
The Borg Queen would find it necessary to do so, or else her physical form would have remained trapped in the Cube, and therefore the Romulans could have been able to reclaim organic parts of the Borg Queen herself and harvest her technology when they took possession of the Artifact. It's not clear whether the Borg Queen will appear again in an upcoming Star Trek series or movie but the invention of the spacial trajector answers one question about how the Borg's leader manages to travel from place to place.
Even though the Borg Queen seems to be able to manifest at any point in the Collective at will, it's possible there is a secret Queen's Cell containing a spacial trajector in every Borg vessel.
This would point to the Borg Queen realizing that there would be situations where she would need an emergency escape to prevent her unique technology from being captured.
It's quite possible this was the scenario the Borg Queen was faced with when the Artifact fell into Romulan hands in the years before Star Trek: Picard began. The Borg Queen, in her own words, "I bring order to chaos. Like Locutus and Seven of Nine , the Borg Queen also acts as a "voice of the Collective" when dealing with other species. There may be one Queen active at any given time, but there is never only one Borg Queen.
Kept within the Borg Diamond are thousands of Borg Queen replicas, which are activated whenever the current queen is incapable of functioning efficiently: this is called the Royal Protocol. The Borg Queen designated as Alpha is the most superior of models used by the Collective, and also the most logical choice for reactivating the Queen when the current becomes dysfunctional.
It is for this reason that it was recycled after destruction. Alpha-1 led the first attempt by the Borg to assimilate Earth in It was she who gave the order to assimilate Jean-Luc Picard , re-designating him as Locutus.
